It's at least 50% dependent on your personal view of the gaps between certain characters IMO. For instance, I had a 2.2x gap between SSjin Vegeta and #18, a 4x gap between #16/Cell (post-humans) and #17/Piccolo, a 3x gap between Cell (suppressed) and SSjinG2 Vegeta, etc., so my numbers escalated at a quick rate. I'm near the high end of power level bloaters, so a 3,000x+ gap isn't extremely large to me. On the other hand, I can sort of understand the folks who stay well within the 1.2-1.3x range when assigning gaps, as that's what I used to do when I first started out making power levels, which results in very small numbers.

For quick numbers, I try to use minimum gaps, but for more specific battle powers, I try to analyze the fight, statements from the manga, and other sources to come up with more specific gaps, so I could possibly come up with the numbers you have/close to the numbers you have.
